Yosemite 10.10.2. The file system directory that contains documents that are common to all users. This special folder is valid for Windows NT systems, Windows 95, and Windows 98 systems with Shfolder.dll installed. Added in the.NET Framework 4. The file system directory that serves as a repository for music files.

The 'Special Protocol' is Kodi's solution to platform dependent directories. Common directory names are assigned a special://[name] path which is passed around inside Kodi and then translated to the platform specific path before the operating system sees it. This helps keep most of the platform mess centralized in the code.

Actually I've just rechecked your question, using SQLite implementation, as well as PCLStorage.
For PCLStorage, there is specific FileSystem.Current.LocalStorage.Path field, which returns for me 'given deploy app internal path'.
Actually, when I've looked through debbuger, it seems to be the same folder location, as from SQLite implementation code (my first answer).

I didn't go deeply in this case, but it seems, that between re-deploys (re-installations), iOS somehow automatically copies content from this folder, for new installation cache folder.

Ok, I'll stop talking, just look - I've used those paths (based on SQLite/PCLStorage codes), so initially I've got:
/Users/<mac_user_username>/Library/Developer/CoreSimulator/Devices/A37D78CD-EF11-4E33-A24C-6842697682E0/data/Containers/Data/Application/A66BB9FC-31A0-48C5-97ED-B696085B0B5C/Documents/./Library/

I've just placed there some file, let say test.txt to /test.txt, and it's just available there.

After re-deploy (re-installation), file is still available, but the 'core' path has been changed.
However 'new core' path, it's just available via those SQLite/PCLStorage fields (it's not specific to SQLite/PCLStorage - just wanted to be clear), so I'm just accessing /test.txt, and the file is still there, even if new folder looks like:
/Users/<mac_user_username>/Library/Developer/CoreSimulator/Devices/A37D78CD-EF11-4E33-A24C-6842697682E0/data/Containers/Data/Application/E313A151-2036-4C79-A15F-2549508DC1F5/Documents/./Library
